Humanitarian policy does not always translate to the right policy. The captain is correct in obeying the orders given to her. Cause in the real world, if she violates those orders (showing “unprecedented initiative” or “inventive interpretation of orders”) will get not only her ass kick into the frying pan, but that of the others as well who consented to go along with her decision for “humanitarian intervention”. The captain is not a diplomat or policy maker is the correct stance. She should first consult with her superiors first before doing anything reckless which could lead to a possible war costing the lives of untold number of races and countless billions (or trillion) of lives just so she can do some “humanitarian work” for a race too lazy to save it’s own ass from the frying pan.
